Video people help needed ,i have a highly compressed DvD with poor Picture quality? - my dvd poor quality

My question is: Can we get a better picture quality through the DVD by a video converter and select the option and the highest quality. I use WinAVI Video Converter. If the source is bad one video converter can restore to its original quality or are there other means to restore the original quality. Thank you in advance for your reply.
